Baltic Triangle
The CCMS scheme to improve the pavements and highways in the Baltic Triangle area is now on site.
Sections of Jamaica Street are closed to traffic to allow the works to be completed safely and efficiently. The first phase is from Parliament Street to Jordan Street with a full closure of this section of Jamaica Street until the end of May. The works will then move along Jamaica Street with a further section closure. Access to all local businesses will be available at ALL times.
Phase 1b is also on site outside the bicycle shop Giant on Parliament Street for the installation of parking bays and repaving. This work requires lane closures on Parliament Street and will start towards the end of this week off peak between 9.30am and 3.30pm to minimize the effects on through traffic on Parliament Street.
Knowledge Quarter/Mount Pleasant
Work is now underway on the CCMS scheme in the Knowledge Quarter in the area around the Metropolitan Cathedral and Liverpool University.
The upper part of Mount Pleasant from the junction with Oxford Street to Brownlow Hill is closed to traffic to allow the works to be completed safely. Safe and accessible pedestrian facilities will be maintained throughout the extent of the works.
Access to the University car parks, Metropolitan Cathedral of Christ the King, Cathedral House and the Catholic Chaplaincy to the University is being maintained at all times from the Brownlow Hill junction.
Works is also underway removing existing historic paving for reuse in middle section of Mount Pleasant while temporary black surfacing is installed in Upper Mount Pleasant. A section of footpath between Hope Street and Rodney Street is under reconstruction using the historic paving. Once this is complete, works will progress up Mount Pleasant towards Hope Street junction in about three weeks.
Traffic signal works to the junction at Clarence/Rodney/Mount Pleasant are complete ahead of schedule.
The Metropolitan Cathedral will be undertaking works in the area close to the Piazza Café. This work could take a few days and also include crane workings not associated with the City Council’s CCMS works.
Commercial District
On Monday, 12th April work began on Dale Street at the junction with Exchange Street East. This will take approximately four weeks, and will be in the footpath area only. The next phase of work will be from Moorefield’s to Vernon Street. The work area will move in sections towards Hatton Garden before moving back along the opposite side of the road over a 12 month period. Delays are being experienced due to shallow underground services found on site but the City Council is working with partners to undertake diversion works to minimize delays.
There will also be Transco upgrade works in the area around Hackins Hey which will close for approximately three weeks at a date to be agreed to minimise impact upon local traffic and businesses.
National Grid/Transco works were undertaken at the junction with Dale Street and Crosshall Street over the Easter weekend. Work will continue this coming weekend between Municipal Buildings to the junction of Sir Thomas Street. Traffic will be maintained from the Flyover and Crosshall Street.
Please note that there is potential for a listed building which is in a dangerous condition to be demolished at the junction of Cheapside and Dale Street. This may have impact upon traffic flows in this area.
On Old Hall Street the CCMS work began on Monday, 19th April at the Leeds Street junction to the junction with Brook Street for approximately three weeks after which work switches to the opposite footpath in the same location.
United Utilities improvement works on Old Hall Street from King Edward Street to Union Street began Monday, 29th March and will take three weeks to complete. These are being scheduled in before the CCMS works to minimise disruption in the long term.
The whole scheme will take 12 months to be completed.
Hall Lane Strategic Gateway
Hall Lane Strategic Gateway, now under construction, will provide a much improved traffic route for vehicles entering Liverpool from the east and will take traffic out of the residential areas.
Traffic signals are in place and will be ready to assist with traffic flows from Crown Street and Smithdown Lane when West Derby Street is closed to traffic from Mount Vernon on 3rd May.
Consultation is now underway on the eight month closure of West Derby Street and the relocation of bus stops. These are being held with the Hospital, Archbishop Blanch School, Local Solutions, University of Liverpool and other interested parties affected by the closure.
Utilities diversions are ongoing and over the next few months there will be some lane closures to install duct crossings. The reinforced earth retaining wall is now 80% complete and will eventually be faced with sandstone blocks.
The building works on the new access to the Sacred Heart Presbytery should be complete at the end of May and work has begun to construct a replacement car park for the Church.
A59/Rice Lane
Work to improve road safety began on January 18th and was scheduled to take 20 weeks to complete. It is now expected that the works will be completed next Thursday, ahead of schedule by several weeks. Rice Lane will be reopened to traffic in both directions from Thursday, 29th April.
Until then, while the remaining works are on site, Rice Lane between Hornby Road and Cavendish Drive is one way coming into the city centre only. Traffic travelling outbound follows a diversion route via Breeze Hill, Southport Road, onto Hornby Road and back onto Rice Lane. Traffic will still be able to access Cavendish Drive from the south but for access only.
The majority of the works in the carriageway and footway are now complete.
